This is Diana the Cyborg! Diana's brain is actually human; so her metal body is like a prototype before the major advances that exist in the anime "Ghost in the Shell". Diana was a terminally ill patient that didn't mind being experimented on since she was predicted to die soon anyway. Luckily, the experiment was a success and it seems like her human soul is within the metal body because Diana still feels emotions as if she were of flesh.
